Baddi Barotiwala Nalagarh development authority (BBNDA) has been constituted as a Special area development authority under Section 67 of the HP town and country planning act 1977 vide government order no GAD-C-(F)-501/2006 dated 30th November 2006. Following is the composition of BBNDA:

A State Level Executive Committee has been constituted under the aegis of Baddi Barotiwala Nalagarh Development Authority comprising of the following members:

                        The Committee approves the development works and plans of BBNDA and takes up various issues requiring intervention of State Govt. It shall helps in removal of bottlenecks between government departments and BBNDA, clears important issues pending general body meeting of Authority, and reviews progress of BBNDA. The meetings of above committee are held once in two months.

 

In addition to it, a Local Level Executive Committee of BBNDA has been constituted to address various local issues. Its composition is as follows:

The functions of LLEC are as follows:

 

  • At the beginning of financial year, the information about the schematic allocation of funds under state plan, central government schemes or other budgetary resources pertaining to various public infrastructure related projects with in the BBN jurisdiction shall be communicated to the Executive committee by the respective Administrative Secretary/ Head of the department.
  • Committee shall prioritize the works within the allocations as per the local requirements and if required shall recommend reappropriation with in various schemes to the respective Administrative Secretary/HOD who shall act accordingly.
  • The committee shall identify new schemes as per the locally felt needs and recommend for the budgetary provision for the same to the respective administrative secretary/ HOD.
  • The committee should monitor and review the progress of various ongoing projects.
  • The committee should identify and address at local level any problems in the smooth implementation of projects. For any issue needing the attention of respective administrative secretary/HOD, the same should be brought to their knowledge by the committee.

 

For this purpose, the committee  meets atleast once in a month.

Vision:
    To develop BBN area on modern lines into an integrated industrial township having provisions for Industrial, Residential, Commercial, Institutional and Recreational areas and put it in league with the other major cities in the region.


Aims and objectives:

Development of BBN area on modern lines.
Infrastructural development for integrated growth as an urban area.
To make BBN as an attractive destination for investment by industrial, housing projects and other investors not only during the special industrial package but even beyond it.
To go for planned development of the area and for this purpose acquire and develop government and private lands in a phased manner.
Protection and preservation of natural resources, environment, forests, and greenery of the area.
Encourage Public private partnership (PPP) in infrastructure development and delivery.
Provide for a single line of governance in an effective, transparent, responsive and accountable manner.
Promote the development of more linkages (rail/road) of BBN with other states to facilitate movement of goods and persons.
Development of new sectors for various needs of an industrial area comprising industrial, residential, commercial, institutional and recreational areas.
For achieving all these objectives, prepare a perspective master development plan.

  

Functions
 

Functions performed by BBNDA:

BBNDA shall perform all the functions as specified under section 70 of the HP TCP act except functions under Section 70(5) for the municipal areas comprising Nagar Panchayat Baddi and Municipal Council Nalagarh and except the functions envisaged under Section 70(6) for the entire area.

Planning and regulatory functions:
  Implementation of various provisions of HP Town and Country Planning act is the most important function of the authority. CEO BBNDA exercises the powers of Director TCP under this act. A full fledged planning division of BBNDA assists the CEO in discharge of these functions.
  Preparation of master plan for the entire area having provisions for sectoral plans, zoning regulations, street layout, landscaping, building regulations, architectural control features etc.
  Providing lay out and detailed sectoral plans for new sectors.
   Enforcement.
  Regulatory functions under TCP act.:
  Empanelment of architects and structural engineers.
  Approval of site plans and building plans.
  Issuance of NOC’s for land purchase under Section 118 of the HP tenancy and land reforms act.
     
Development functions:
  To carry out various development works in the authority area either through its own engineering staff or through engineering staff of the line departments or through PPP with its own funds or through the funds provided for this purpose by state government.
  To carry out infrastructure and other development works in the newly created sectors of BBNDA.
  To carry out maintenance works of various infrastructure projects.
     

Urban Management functions:

  To provide municipal services in areas so assigned to the authority by the state government as well as such services in sectors to be developed by the authority.
  To provide for water, sewerage, CETP (common effluent treatment plant) connections to the users in the areas developed by the authority.
  Collection of taxes and maintenance and user charges in the areas managed by authority or so assigned by the state government.
     
Estate functions:
  To carry out the development of new sectors to cater to the needs of industry, residences, commercial, institutional and recreational needs in a phased manner.
  To dispose of the property so developed on a lease hold/ free hold basis by way of auction/ draw of lots or allotment mode.
  On the disposal of such property to private parties, to carry out various activities ancillary to it like recovery of installments/dues from the allottees, executing the lease deeds/ Conveyance deeds, process various property related requirements like transfer, hypothecation, leasing etc.
  Marketing and publicity of the schemes so being floated by BBNDA.
  Removal of encroachments on any property of BBNDA.
  Processing the cases for diversion of agricultural land for non agricultural purposes under section 118 of HP tenancy and land reforms act.
  Recovery of authority dues as arrears of land revenue.
     
Coordination functions:
  To ensure better coordination of various development works carried out by the line departments.
  To act as an agency for facilitating speedier clearance of various industrial and housing related projects.
  To provide a grievance redressal mechanism for various stake holders.
     
Financial functions:
 

Costing: Based on data from planning, estate and project divisions.
  Budget and Control:
  Preparation of division wise and consolidated budget based on data  and  programme for physical targets.
  To project activities along with allocation of Budget.
  Monitoring the financial progress Vis a Vis the allocation.
  Fund flow management:
  Cash flow (ways and means) of all requirements.
   Plan lodging and investment of surplus funds.
  Conceptualization and implementation of schemes for raising funds.
  Evaluating and verification of bills.
  Accounting :
   Accounts will be maintained division wise. Supervisory function for accounts of the other branches and consolidation of accounts at the level of authority shall be with finance division.
  All the divisions shall be rendering their separate accounts to this division.
  Handling PF, staff loans etc.
  Computerization of accounts including data creation and reconciliation etc.
  Audit:
 

Internal audit.
     
Administrative function:
  Security/telephones and internet system etc
  Other office equipment and stationary etc.
  Stores for office and other consumables.
  Correspondence and record.
  Accommodation and seating arrangement.
  Miscellaneous Nazareth and house keeping jobs.
  R and P rules and other personnel and establishment functions.
  Disciplinary proceedings, ACR’s and other related matters.
  Meeting agendas etc.
  Assistance for coordination functions.
  Grievance redressal monitoring.
   
Area:
 

Baddi, Barotiwala, Nalagarh (BBN) area is a fast and upcoming industrial township which has emerged as a major industrial hub in Himachal Pradesh. Located at a distance of 45 km from Chandigarh on the foothills of Kasauli hills, the BBN area has large tracts of plain land suitable for industrial activity spread over 318.74  square km. It is located in District Solan of Himachal Pradesh. Main area of the BBN jurisdiction falls in Nalagarh tehsil though the parts of it fall in Kasauli tehsil.
