and regulatory functions:

Implementation of
various provisions of HP Town and Country
Planning act is the most important function of
the authority. CEO BBNDA exercises the powers of
Director TCP under this act. A full fledged
planning division of BBNDA assists the CEO in
discharge of these functions. |

Preparation
of master plan for the entire area having
provisions for sectoral plans, zoning
regulations, street layout, landscaping,
building regulations, architectural control
features etc. |
|
 |
Providing lay out
and detailed sectoral plans for new sectors. |
|
 |
Enforcement. |
|
Regulatory functions under TCP act.: |
|
 |
Empanelment of architects and structural
engineers. |
|
 |
Approval of site plans and building
plans. |
|
 |
Issuance of NOC’s for land purchase under
Section 118 of the HP tenancy and land reforms act. |
|
|
|
Development functions: |
|
 |
To
carry out various development works in the
authority area either through its own
engineering staff or through engineering staff
of the line departments or through PPP with its
own funds or through the funds provided for this
purpose by state government. |
|
 |
To
carry out infrastructure and other development
works in the newly created sectors of BBNDA. |
|
 |
To
carry out maintenance works of various
infrastructure projects. |
|
|
|
Urban Management functions:
|
|
 |
To
provide municipal services in areas so assigned
to the authority by the state government as well
as such services in sectors to be developed by
the authority. |
|
 |
To
provide for water, sewerage, CETP (common
effluent treatment plant) connections to the
users in the areas developed by the authority. |
|
 |
Collection of taxes
and maintenance and user charges in the areas
managed by authority or so assigned by the state
government. |
|
|
|
Estate functions: |
|
 |
To
carry out the development of new sectors
to cater to the needs of industry,
residences, commercial, institutional
and recreational needs in a phased
manner. |
|
 |
To
dispose of the property so developed on
a lease hold/ free hold basis by way of
auction/ draw of lots or allotment mode. |
|
 |
On the disposal of such property to private parties, to carry out various
activities ancillary to it like recovery of installments/dues from the allottees, executing
the lease deeds/ Conveyance deeds, process
various property related requirements like
transfer, hypothecation, leasing etc. |
|
 |
Marketing and publicity of the schemes
so being floated by BBNDA. |
|
 |
Removal of encroachments on any property
of BBNDA. |
|
 |
Processing the cases for diversion of
agricultural land for non agricultural
purposes under section 118 of HP tenancy
and land reforms act. |
|
 |
Recovery of authority dues as arrears of
land revenue. |
|
|
|
Coordination functions: |
|
 |
To
ensure better coordination of various
development works carried out by the
line departments. |
|
 |
To
act as an agency for facilitating speedier
clearance of various industrial and housing
related projects. |
|
 |
To
provide a grievance redressal mechanism for
various stake holders. |
|
|
|
Financial functions: |
|
 |
Costing:
Based on data from planning, estate and project
divisions. |
|
Budget and
Control: |
|
 |
Preparation of
division wise and consolidated budget based on
data and programme for physical
targets. |
|
 |
To project
activities along with allocation of Budget. |
|
 |
Monitoring the
financial progress Vis a Vis the allocation. |
|
Fund flow
management:
|
|
 |
Cash flow (ways and
means) of all requirements. |
|
 |
Plan lodging and
investment of surplus funds. |
|
 |
Conceptualization
and implementation of schemes for raising funds. |
|
 |
Evaluating and
verification of bills. |
|
Accounting
: |
|
 |
Accounts will be
maintained division wise. Supervisory function
for accounts of the other
branches and consolidation of accounts at the level of authority
shall be with finance division. |

All the divisions
shall be rendering their separate accounts to this division. |
|
 |
Handling PF, staff
loans etc. |
|

Computerization of
accounts including data creation and reconciliation etc. |
|
Audit: |
